This memorial to John McCain was erected because he was shot down near there. John McCain was landed the lake with his broken arms and shoulder. A group of Vietnamese man saved him and then him to the Hoa Lo or Hilton Prison for 5 years. He parachuted into Truc Bach lake where the memorial is located.
