To accommodate the victims of purges that were important enough for the attention of the Khmer Rouge, a new detention center was planned in the building that was formerly known as Tuol Svay Prey High School,[5][6] named after a royal ancestor of King Norodom Sihanouk. The five buildings of the complex were converted in March or April 1976 into a prison and an interrogation center. Other buildings in town had already been used as prison S-21. The Khmer Rouge renamed the complex "Security Prison 21" (S-21) and construction began to adapt the prison for the inmates: the buildings were enclosed in electrified barbed wire, the classrooms converted into tiny prison and torture chambers, and all windows were covered with iron bars and barbed wire to prevent escapes and suicides.

Choeung Ek Mass graves containing 8,895 bodies were discovered at Choeung Ek after the fall of the Khmer Rouge regime. Many of the dead were former political prisoners who the Khmer Rouge kept in their Tuol Sleng detention center and in other Cambodian detention centers. Today, Choeung Ek is a memorial, marked by a Buddhist stupa. The stupa has acrylic glass sides and is filled with over 5,000 human skulls. Some lower levels are opened during the day so that the skulls can be seen directly. Many have been shattered or smashed in. Tourists are encouraged by the Cambodian government to visit Choeung Ek. Apart from the stupa, there are pits from which the bodies were exhumed. Human bones still litter the site.

Selon la légende, en 1372, une riche vieille dame nommée « Penh » vivait sur une petite colline près du confluent des quatre rivières. Un jour de pluie, Penh descendit au port pour prendre un bain et aperçut un arbre Koki flottant dans la rivière. Elle appela le village pour le repêcher. Avec les villageois, elle prit un morceau de bois pour gratter la boue et, dans le trou de l'arbre Koki, se trouvaient quatre statues de Bouddha en bronze, une en laiton et une en marbre. Une autre statue représentait Vishnu, les mains tenant un bâton, une chaîne, un escargot et une fleur de lotus. Penh demanda aux villageois de l'aider à récupérer l'arbre Koki et les quatre trésors. Plus tard, Penh chargea les villageois de construire une colline artificielle et d'y ériger un petit temple en bois pour abriter les statues. Elle invita les moines à bénir les statues, qui baptisèrent l'ermitage « Wat Phnom », nom qu'il porte encore aujourd'hui.
